Jo Rae Wagner elected chairwoman and Richard Franke elected chairman pro-tem
Jo Rae Wagner, president of CTO, Inc., a commercial plumbing-heating- cooling contractor in Harlingen, Texas has been elected chairwoman of the Harlingen Airport Board of Directors and Richard Franke, owner of Franke, Inc. Realtors from South Padre Island, was elected chairman pro-tem. The airport board sets long-range policies and strategies for Valley International Airport, the region’s largest passenger and air cargo facility.
Wagner is actively involved in both her community and her industry. She has served on the state and national levels of the Plumbing Heating Cooling Contractors National Association (PHCC) and was president during 2007-2008. She was the first woman to serve on the PHCC national board and only the second woman to hold the position of president since the organization was founded in 1883. Wagner also served as a board member and president of the American Subcontractors Association (ASA), and is a member of the Association of General Contractors (AGC). Wagner is a current member of City of Harlingen Board of Construction & Appeals and a past trustee with Harlingen Utility Board and currently, Chair of the Harlingen 100 Education Committee. Wagner has been a member of the Harlingen Airport Board since January 2008. “ I look forward to working with my fellow board members in growing the best airport in the Rio Grande Valley and the services it provides”, said Wagner.
Franke is a lifelong resident of the Rio Grande Valley and active member of the South Padre Island community. He serves as chairman of the board for the First National Bank of South Padre Island and also president of the South Padre Island Birding and Nature Center. Franke served as pilot in the United States Air Force and served with the Strategic Air Command as a pilot of the KC-135. His business handles brokerage, leasing and development of real state.
